Final Design

The Final Design phase formally begins once the preliminary plans, environmental documentation, and associated public input have been approved by NJDOT Local Aid and Bureau of Environmental Program Resources (BEPR), with formal sign off on the environmental document from FHWA. You have completed Final Design when the project is authorized for construction.

Right-of-Way (ROW) Tasks

  • You should prepare the ROW plans and documents for any ROW acquisition that is required for the project.
  • Your in-house staff or an appraisal consultant may perform the appraisals.

Roadway Plan Tasks

  • You should conduct a supplemental survey for any areas not addressed in previous surveys.
  • You should complete all roadway horizontal and vertical geometry calculations so that Final Roadway Plans can be prepared. This may include completion of roadway profiles, grades, and cross sections.
  • You should update the preliminary roadway plans that were prepared in Preliminary Engineering to produce the final roadway plans. The plans shall be prepared in accordance with the NJDOT Sample Plans and Standard Construction Details.

Hydrologic and Hydraulic Tasks

  • You should complete the hydrologic and hydraulic stream analysis for all projects proposing a change to a bridge opening, roadway profile, or any activity within the 100-year floodplain of a stream with a drainage area over 50 acres to the point of interest.

Environmental Tasks

  • You should prepare environmental plan sheets, incorporating environmental constraints, impacts, mitigation, commitments, and permit conditions into the contract documents.

Permit Tasks

  • You should prepare and submit any required environmental permit applications to the Bureau of Landscape Architecture and Environmental Solutions (BLAES) for submission to the permitting agency.
  • The permitting agency reviews the permit application for completeness and notifies the Bureau of Landscape Architecture and Environmental Solutions (BLAES). If approved, the BLAES will distribute the permit to you.

Plans, Specifications, and Estimate Tasks

You should use the NJDOT Cost Estimating Guideline to develop the Construction Cost Estimate.

You should use the guidance provided by the latest Baseline Document Changes and NJDOT Standard Specifications to develop the Special Provisions using the latest version of the NJDOT Standard Input. You should also review the Risk Register to incorporate applicable risk response strategies and action plans.

You should use Primavera software and the NJDOT Construction Scheduling Manual to create the construction schedule. A Primavera Scheduling Template is available here.

You should prepare a Final Design Submission Package upon completion of the final Roadway Plans, construction cost estimate, construction schedule and special provisions and submit to NJDOT Local Aid for review.

Once all comments on the Final Design Submission Package have been addressed, you should prepare and submit the Plans, Specifications, and Estimate (PS&E) package.

The Plans, Specifications, and Estimate (PS&E) phase happens when the PS&E package is developed for the Bureau of Construction Management (CM) review. When the CM approves the package, the CM will circulate the Key Sheet for signature and local advertisement may begin.
