PLANS, SPECIFICATIONS, AND ESTIMATE PACKAGE

The Plans, Specifications, and Estimate (PS&E) phase happens when the PS&E package is developed for the Bureau of Construction Management (CM) review. When the CM approves the package, the CM will circulate the Key Sheet for signature and local advertisement may begin.

Local Aid - Project Manager/Assistant Project Manager/Consultant reviews the document.

Does the project have a Railroad Crossing?

  • If yes, does the project intersect a State Highway?
    • If yes, the plan must be submitted to the Local Aid Project Manager at least eight weeks prior to the advertisement for a bid, for review by the NJDOT Central Regional Permits.
    • If yes, submit to the Railroad Construction and Safety Department.
    • If no, is it a bridge?
      • If yes, then plans have to be reviewed by the Bridge Unit.
      • If no, does the project have a Technical Infeasibility Form (TIF)?
        • TIFs should be submitted with the plans and up to closeout.

Does the project have a design exception?

  • The design exception is NOT required for 100% State Aid or Federally funded projects on non-NHS facilities. However, written justification is required. (See Section 8 of the NJDOT Design Exception Manual for guidance.) The justification must be prepared by the designer, approved by the facility owner and submitted to the Division of Local Aid and Economic Development District Office. The justification should indicate the substandard design feature, the proposed construction (intent of the project), and the reasons for not satisfying the standard. A review of current crash data shall be made to ensure the design feature(s) in question is not a contributing factor to known crashes.
  • The design exception process is required if the project is on the National Highway System (NHS) -- regardless of the funding source. Design exceptions (applicable to the facility) must be prepared by the designer, approved by the facility owner and submitted to the Division of Local Aid and Economic Development District Office.

Does the project have involvement with Historic Sites Council, Green Acres Program, NJDEP Site Remediation, and NJDEP Permits?

  • If yes, the submission should be 12 weeks prior to bids and sent to NJDEP for review.

NJDOT Local Aid sends back comments (“red lines”) for revisions/resubmissions.

You should address the comments, revise the appropriate documents, and resubmit the PS&E Package.

Once approved by the NJDOT Local Aid, you may proceed to advertisement.
